3、投標人資格要求
投標人應具備的資格或業(yè)績:*（1）投標人須按招標文件第一冊第四章格式IV-9.資格證明文件格式的要求填寫和提交有關資料。
*（2）投標產(chǎn)品原產(chǎn)地在關境外的投標人必須是制造商；或者是制造商直接授權的代理商（進口產(chǎn)品開標前未進入中國關境內的，投標人必須是在關境外注冊的公司；進口產(chǎn)品開標前已進入中國關境內的，投標人必須是在關境內注冊的公司），代理商投標需具備以下條件：
①必須提供制造商對本次投標的唯一正式授權書（授權書必須由制造商直接授權，不允許二級授權），授權書中應包括“制造商對產(chǎn)品及售后服務質量負責”的相關內容和制造商聯(lián)系人及聯(lián)系方式，并確保制造商聯(lián)系人能夠協(xié)調處理項目執(zhí)行過程中的重要事項（對于此要求，制造商也可在授權書外另行出具書面承諾/說明），否則不接受代理投標；
②投標人在當?shù)匾婪ǖ怯涀缘臅r間距開標日滿三年，需提供營業(yè)執(zhí)照等注冊登記的有效證件復印件；
③距開標日三年內，投標人須具有同類產(chǎn)品至少兩個不同年份的銷售業(yè)績，需提供證明其銷售業(yè)績的合同或訂單復印件（至少提供2份不同年度的合同或訂單復印件），并由投標人代表簽字或蓋章；
*（3）投標產(chǎn)品原產(chǎn)地在關境內的投標人必須是制造商（不接受代理商投標）。
*（4）投標人未被中國石************有限公司投標人失信行為管理辦法》的規(guī)定，失信分達到8分時，暫停投標人的投標資格半年；失信分達到9分時，暫停投標人的投標資格一年；******集團公******委員會現(xiàn)場在對應網(wǎng)站的查詢結果為準。
